Rto India — refund of learner licence online application fees

Hi,

I had applied for learner licence online for rto delhi and paid fees of rs 1000, (500 each for me and my mother) but the test wasn't conducted at that time. And now i have to apply for licence again online and pay rs 1000 again, so please refund my previously paid fees.

I can prove that the test wasn't conducted for the application as other documents were fully verified and application process was completed.

Attached are the details regarding the same. Please let me know if you need any information.

Hope i will get my money back.

I have recently purchased house and electricity bill is still in the name of builder. But My aadhar card has the new address printed on it. RTO Surat is not accepting aadhar card as valid ID proof.
