Rto Rajajinagar — 2 wheeler vehicle owner transfer

I have been visiting RTO Rajajinagar ever since 1 year by now. My vehicle Number KA 02 EH 9936, had been given to transfer the ownership to my name. That has been completed by 28.05.2014 and still they have not given me registration card. I have asked them several times, every time they tell me to get a file.
