Sai Tv Services — Tv & repair charges - both are not returned till today

Hi,
I have given my television (Sony bravia lcd tv) + rs. 4000 (Repairing charges) for repairing my tv to padmanabhan of sai tv services (http://www.saitvservicesatchennai.com/) on 26 oct 2016, two days before deepavali.
Still now i am not getting my tv. I have made around 200+ calls and every time he is telling some excuse and nowadays he is not picking my calls. I realized that he is cheating. I lost both my tv and money of rs. 4000/- and personally i was affected with heavy emotional impact, mental illness & stress.
I visited his shop located in chindatripet and most of the time it was locked. I checked with the nearby shop owners and his phone is active and he is available in shop in some time and lot of customers are visiting his shop as similar to me due to cheating.
Pls. Help on getting my tv and make sure that this guy won’t cheat any customers in future.
