SBI — unethical behavior of staff and manager

I stay in pune i have applied for a new card from net banking but the indian post not delivered the card to me stating addresser not present. This is happening 2nd time. I told my sister to visit the branch and enquire about this to the staff. But staff and manager says they don't interfere in this. Then why the are sitting there. They all should be fired.
