Shopume.com — non delivery of item and non refund of money in the event of item being not available

i had ordered 1000 mva power bank for Rs. 649/- for which they charged my card immediately sometime in the month of october'14 but till date neither the item has been delivered nor the amount has been refunded to my card. Please help me in getting my money and bring such vendors to task to avoid them cheating other people in this manner and then disappearing
