Shree Kalika Enterprises — Order parcel material changed

I order a samsung galaxy j7 mobile, the parcel came by post office. when I received & opened the parcel there is no mobile phone.I shaw into the parcel some golden colour medeles type things.I dont know what can I do.then I told the post master that plz give my money but he said that it is company fault not post office.i said that the company they told they are refund my money or the mobile . so I think that I will a complain in consumer forum.I am give rs-3150 in the P.O for this parcel.plz sir help me
