Singapore Airlines — Payment taken service not provided

The web site crashed while booking a ticket from Mumbai to Sydney for 8th -July for my parents on[protected]. The payment for amount INR 89, 082 /- debited from my amount and no ticket was generated. Upon calling singapore airline customer care they said the payment
will automatically be refunded in 10 business days. Till today there is no refund and airlines is not able to provided correct information or feedback about this issue. I have calling up the payment aggregator team "Bill Desk" and they have confirmed that the payment was successfully debited from my ICICI bank account and successfully credited to Singapore airlines account on[protected] and also provided the transaction reference number. The singapore airlines customer care
is not well equipped or have access to look up the payment details in the system and hence unable to provide accurate feedback to my issue.
It is a fraud on part on Singapore airline to not issue the ticket even after receiving the payment successfully (confirmed by the payment aggregator Bill Desk). More over I am in loss as if have to book another ticket and I don't have the required funds and ticket prices are increasing. Singapore airlines will have to bare the cost of the losses that i incurred due to this.
Filed booking reference number #6Q7IUM, Bill desk provided the payment reference number screen shot attached.
