Star Raison Landmarks — delay in flat possession

The developer has not started registration formalities and there is huge delay in possession as whole payment was made in oct 2018.
I have booked apartment in june 2012 in essentia, bhiwadi. But my flat is still not completed. Although builder was supposed to complete this project within the 3 years means in 2015. I have paid full payment in october, 2018. And then the developer's representative mr. Sunil yadav had asked initiating the registration formalities and he had taken our signature on many documents for registry purpose. And even we had taken the noc from the lichfl  and  made the demand draft also. As mr sunil asked us to do so. He said he would give registry date within 3 to 4 days and as your flat is not ready so you are supposed to sign a document stating that our flat is ready... But truth was that it was not. I kept on asking but no reply was given for delay. Suddenly, he asked for penalty when half of the formalities had done for registry. I asked him as i gave all the payments on time... So i will not pay it. We had sent many e-mails but no reply is given. Now they have asked for advance maintenance charges for one year and arrears for the year 2018. Mr devpal said pay this amount and take the registry date. Before initiating the registration formalities which is not justifiable as flat has not yet been handed over and maintenance charges are only applicable afterwards.
I had kept lot of follow-ups from mr. Sunil for completion of flat but sometimes he says material is not there or labour has gone.. I really dont know what to do!
Its totally harassment..
