Street Dogs At Apartnent Yonker Square — street dogs problem serious issue

Its been 1year, 5 stray dogs are residing in the apartment;barking at whomever crosses the street;howling throughout the day and night: creating a nuisance. I have registered complaints many times but still there is no action taken. It is also biting and spiiling shoes, car and bike covers. So, pls fix the problem.
