Street Dogs Shouting And Scaring People Away — Street dogs not letting people sleep at night

The street dogs near our home have become wild and are shouting and chasing people away when went out. Even though people here were feeding them food whenever possible, still they are making a mess by making lots of noise pollution and simply doing fights on the middle of the street.
I hope you not only vaccinate them but also relocate them and do not harm them. There are around 10! Dogs in 1 street here. Which is way too manu for a street.
I don't know suddenly where they started flocking from.
