Tamilnadu Transport — amma drinking water not available

Today i travelled from trichy to chennai through tamilnadu transport bus

At 14.15hrs from trichy.
I saw a big advertisement amma water bottle available in this bus for rs10.
However i was having water bought outside trichy bus stand. On the way to chennai, a old women asked the conductor to give 10rs amma water to take her tablets, but conductor told no water available.
Can the transport department ensure there is sufficient drinking water available in bus if there is a advertisement of water sale.
