Tata Consultancy Services — Login says "Not registered" and New Registration says "Already registered user" Strange behavior

I am trying to log in to the portal for the last 2 weeks but it's not happening. Raised 5 tickets for the same but no response. I need to download Form 16 on an urgent basis as the deadline is approaching soon. While login into the portal it says not registered user and while registering it says already a registered user. Portal is totally confused in my case. strange behavior. Here is the new ticket number 1110929
