Tata Docomo — Bill payment

I have received post-paid bill (Rs.750) for two mobile numbers [[protected], [protected] ]. I have not used these number and not even taken the sim from the sim card holder and bought those sims one year back.. How could i get bill without using those sim? I am getting messages that a legal notice is sent to my billing address(but did not receive anything like that) everyday which irritates me every day to pay the bill in court. there is a contact number given in that message when I contacted that number, they said that they will de-activate that account number if no outgoing call is found and they said we are from legal department. Is any thing like legal department ?? then for few days no messages received.. On 24/1/2014, I again got the same message and a different contact number when contacted to that number, she replied to pay the bill. she said that I am assistant lawyer of some one what should I do now ?? In first call, they said that account number will be deleted if no outgoing call found and now they are saying to pay the bill in court ?? are they playing with the customers ??
