Tata Docomo — Cancellation haven't been done

I subscribed the post paid type Tata Docomo dongle based Internet on 14, Dec 2013, initially I paid 4999 for three months. My account no. is [protected]. After starting using it, within two days I felt the Internet speed is not up to the level, when I am buying it, they promised that I will get at least 50% of max speed, but most of the time I will not even get 20%. Also the net will get disconnected often by itself.

Seeing this I visited the center where I bought the dongle, they were helpless and they acted very unprofessional manner. Then I filed a complaint to the customer care over the phone and I sent several mails to them. Whenever I file the complaint they will make a call and say that the speed what I'm getting is above the minimum speed and they can't do anything. And they will close my complaint without solving the troubles and sent a mail saying their officer visited my home and resolved the issues. But that is not true, these things have piled up and created so many frustrations.

At one point I decided to close the account and requested for refund. They said I should use their service for minimum 6 months. As I'm already frustrated with their service I don't want to use it further, hence at the end of third month subscription I requested to change my plan to prepaid so that I can use whenever I have a need of it.

I visited their centre to change to prepaid plan. If they had an option to raise this request via mail then my problem would have ended. I visited them for almost daily to get the physical form but always it was out of stock. So I had sent a mail to them to either cancel my account or change to prepaid as I am not interested with their service and I won’t be responsible for any further bill generation.

1. They gave a false promise about the Internet speed.
2. They didn't rectify my speed problems.
3. They don't have policy to cancel and refund my amount.
4. At least they should cancel after three month subscription, but they didn't consider my mail.
5. They denied my mail to change my plan into prepaid and the physical form is always out of stock.
6. They didn't cancel my account and generated the bill for 0% usage.

Now, they have sent a demand notice to pay additional Rs.3947. Paying the bill for 0% usage is not fair. Already I had paid 4999 rupees and I didn't get the best service for it. Tata Docomo should take responsible for creating so many problems and poor services, and also they should refund my 4999 rupees.
