Tata Docomo — Deliberately Not Closing My Account Permanently

I had made a request on 30th September 2014 Vide SR[protected] To permanently Close my Photon Whiz No.[protected]. They called me and confirmed that my account will be closed permanently. But instead of closing my account they have UPGRADED it to Photon Max Wifi, deliberately with the intention of cheating me.
