Tata Docomo — Faulty broadband service

I took broadband internet services from tata docomo around december 2015. After about 2 months of service, the quality of service dropped to very bad conditions. I would usually get 2-3 mbps connection even when my plan was for 8 mbps. The issue kept on pushing, i complained a lot, engineer visited was very difficult to get. Docomo does not care at all, they charge me for full service, however for the past 4-5 months i am getting mediocre service. Ultimately the service engineer told me that it was flat's internal wiring's fault. I got that changed for 400 rupees. Even then docomo's service did not improve. I upgraded my plan to a 16 mbps plan, however still many a times i get a mediocre speed, sometimes it is 2-3 mbps only. Morover tha latency continously keeps on spiking. I have talked to a variety of people inside docomo, i get stupid responses, or assurance that it will be fixed blah blah, every time i complain, i get the response that i will get callback or our team is looking into it, (The personnel i am talking to directly), keep on making excuses, but are not fixing the problem. As a customer, in my area, the service is only provided by bbnl and docomo, i shifted to docomo for the reason bbnl's service was not satisfactory. However docomo is enot good either, this a violation of availability of choice to customer, morover, on what basis is docomo charging me full plan bill even when they are not able to provide a proper service? I have network usage logs, speed test screenshots and everything saved. I have shared those with the customer care as well. But nobody is trying to fix the problem. Hi Anubhav, we’ve received your complaint and we will ensure it is resolved soon.
Now the speed is so low and latency so high that the speed test doesn't even complete. Is Docomo punishing me for complaining here on the forum or something? Internet is practically unusable now. They've posted above that it will be resolved soon, but so far I haven't been communicated with or see any progress from my end.
