Tata Docomo — Slow Speed than Comitted

I have purchased, a Photon Max WiFi Device of Rs.2000 and company commited that they will give me minimum speed of 512kbps, but after 2 or 3 moths later my speed was slow down and now speed is very less than 512 kbps, so pease help me in this matter. and company unable to give me any resolution.
