Unicon — Shares are not transfered in my sister dmat account

sir, in unicon securities i sold the shares but they are not transfer the money then one of their executive told me that there is company problem they are not giving money to anybody so i decided to again purchase the shares but they are not transferring my shares into my dmat or my sister dmat . i already given instruction slip one month ago.
