M.Sc Mathematics Degree Certificate Not Received - completed on May 2010

Roll Number: A7101PMA6006
I have completed M.Sc Mathematics on May 2010. I got Provisional and Course completion certificate.

I still didn't get my degree certificate. I have applied paid fees thrice and met them in person so many times still no response.

They are asking me to apply for Duplicate certificate with FIR. When I have not received the certificate how can i file an FIR.
