University Of Madras — MBA Course completion and Graduation Certificates not received inspite of repeated reminders since 2013

I, K.E.Prathipa Rani, have undergone MBA(Finance) during the calendar years 2011 and 2012. My Enrolment Number is C11101PBF6639. I have passed the I and II year Examinations and got the consolidated Mark Sheets. But I have not received the Course Completion, Provisional, Graduation Certificates etc inspite of repeated reminders since 2013. As there was no response for any of my letters, I submitted my request to the Chancellor o[censored]niversities (Governor of Tamil Nadu) which was forwarded to the University and for which the controller of Examinations i/c, IDE, University of Madras has replied that I have not paid the Tuition Fees for the First and Second years and directed me to pay the Tuition Fees alongwith penalty and also the convocation fee. The Tuition Fee paid challans of the designated bank were got deterioted during the Vardha Cyclone and I am not able to produce the Challans.

As per the Rules of the University of Madras,

1. the Students I.D. Cards will be issued only on production of first year tution fee paid challan of the designated bank.
2. the Learning materials will be supplied only on production of Tuition Fee paid Challan.
3. Tuition Fees should be paid within the stipulated time and no extension of time will be allowed under any circumstances.
4. Studentship will be suspended if the tuition fees are not paid. Students defaulted from payment of tuition fees will be readmitted on payment of penalty (Readmission Fee).
5. Students will not be permitted to write the Examinations if they do not pay the tuition fees.
6. Students will not be admitted to enter the Examination Hall in the absence of Students I.D. Card. Only on production of Students I.D. Card, they will be allowed to enter the Examination Halls.
7. The Mark Sheets will not be issued if the Tuition Fees are not paid by the Students.

As I have paid the Tuition Fees within the stipulated time, I have got the Students I.D.Card, received the Study materials, allowed to write both the first and second year Examinations and issued the Mark Sheets for both the years. As all the documents including the Fee remittance challans have got deterioted during the Vardha Cyclone, I am not able to produce the same as evidence. Due to non production of Tuition Fee paid challans, it could not be said that I have not paid the Tuition Fees for both the years.
It is presumed that
1. the reply of the Controller of Examinations should have been given without verification of records (or)
2. proper records would have not been maintained by the university (or)
3. Bank reconciliation should have not been done by the staff concerned in finance section. (the amount credited by bank would have not been entered in the cash book of the University which could be verified through the Audit Report of the University accounts).

In the circumstances, action may kindly be taken to issue my Course Completion Certificate and Graduation Certificate immedately without further delay.
