Visvesvaraya Technological University — Return of original certificates -reg.

I adarsh preet had joined in m.S. Ramaiah institute of technology, bangalore in 2014, and due to some reasons i decided to discontinue the b. Tech (Mechanical) course and accordingly on 28.01.2016 informed the institute principal and requested to return my original documents. The college is asking me to pay the remaining years tuitions fee amounting to rs. 2, 75, 000/-. The college is even not ready to acknowledge my request application for return of original documents. Therefore, i mailed my request to return the original documents on 02.02.2016 on e-mail id sandhu.[protected]@nic.In, bk.[protected]@nic.In, [protected]@msrit.Edu, however, till date no response has been received from the college.
In this regard i would like to invite your kind attention on the following facts :-
1. Ugc vide f.No.-6-1(7)/2006 (Cpp-i) dated[protected] and public notice issued vide f. No. 1-3/2007(Cpp-ii) dated[protected] has instructed the intuitions/ universities not to retain the original certificates in case of students leaving the institutions/university (Copy enclosed).
2. Visvesvaraya technological university, belagavi, karnataka state ( under which ms ramaiah institute of technology, bangalore is recognized ) vide circular vide ref; vtu/gen(3)/2015-16/6427 dated 16.10.2015 has issued direction to the colleges to return the original marks cards and other original documents to the students and not to demand additional fee for the same ( copy enclosed).
3. In the order dated[protected] delivered by justice ajit bharihoke along with member rekha gupta, the national commission observed that ugc had issued a public notice that institutions and universities were not permitted to forcefully retain student by holding on to the original documents such as leaving certificate, mark sheet, caste certificate, etc. The commission included that instructions o[censored]gc were binding on institutions. A college cannot frame its own terms and conditions which are contrary to the ugc instructions. In the case of conflict, the directions of the ugc will be binding.
4. The hon’ble gujarat high court at ahmadabad in the judgment dated 10th march, 2014 rendered in special civil application no. 18082/2013 in the case of c/sca/8884/2014 judgment monil prakashchandra thakur v. State of gujarat held that “ in the present case as well, there is no rule or regulation of respondent no. 3- college requiring payment of fees for the entire duration of the course or for retention of the original documents in lieu thereof. In the absence of any such rule or regulation, respondent no.-3 college cannot retain the original documents of the petitioner”.
Prayer
I am a poor scheduled caste student and i am not in a position to pay the entire course fees for getting back the original certificates. I have already paid two years fees (For the year 2014-15 and 2015-16). I request you to look into the matter sympathetically and to save the future of a poor scheduled caste student kindly issue directions to ms ramaiah institute of technology, bangalore to return the original documents so that i can take admission in other course. I shall be highly obelized for your kind consideration.

I have not recieved the convocation certificate as the address has been changed.. Plz help me in getting it back..
