Vodafone — amount deduction with unnecessary activation.

Recently i have deactivated vas services on my number, and vodafone customer executive confirmed me that there won't be any more deductions, but again they have deducted the amount from my main balance which i noticed after 4 days and when i called and asked to refund they say it is not possible. Why are you deducting the amount 1st of all? When i asked the same question they say it is activated from my end when i don't even know that the amount got deducted. This happens all the time only when i have balance in my account, if there is no balance then why don't you activate such plans?? Bloody looters.
