Vodafone India — False marketing & no assistance thereafter

Dear Concerned,
I am wondering that i am writing a complaint to a company which was once best in its area and i am its customer since past 10 years.
My sister got admission in IIT Gandhinagar which was a proud thing for us. As she hailed from Rajasthan hence to get a local SIM was necessary and we were delighted that Vodafone has put up a kiosk to facilitate this for the new students. We have submitted all the docs required and purchased the SIM & the no. allotted to us was [protected].
We were confirmed that it will get started in 2 days time. Its more than a week now and till now the SIM is not activated. When we approached the customer care they simply say that we cant help it and we have to track the man from which we have purchased the SIM.
My Questions:
1. How I am suppose to track the man/ dealer appointed by vodaphone to set up the kiosk.
2. IIT Gandhinagar is no normal college as the kiosk was setup in the Admin Block and proper prior approval must be taken for which Vodafone must have sent authorized personal.
3. My sister is alone in a new city with no local point of contact and if something happens to her, who should be held responsible.
I request to solve the problem at the earliest and activate the SIM Card immediately.
