Vodafone India — I am not able to send only for 1900... "message could not sent" is showing...tried 10 time.

I am not able to send sms for porting for 1900 from my mobile No.[protected]. "Message could not sent showing" and saving in draft box. I have tried several times and even changed my mobile set, but the same is happening. I have made a complaint for the same in the vodafone stores at Lakshmipuram, Guntur.
