Vodafone India — repeated deduction from my account by activation o[censored]nnecessary value added services

100 rs tallying has been deducted from my account by activation of vas which i did not even out for. Moreover, the services are not deactivated even when i sent sms to 155223 and the deductions from my account are continually being done. The most offending part is the call is never forwarded to the customer care executives whenever i dial 198. I need my 100rs to be refunded to my account immediately.
