Vodafone India — retailer charging extra 1 or 2 rs for the recharge

i asked the retailer of vodafone to recharge my no with 99 rs. he did the same but when i gave him 100 rs. he denied to give me 1 rs back. When i argued, his reply was i always charge 100 for 99 ka recharge and told me joh hota hai karlo. when i called customer care, they replied its your personal problem, i m really freaked out right now. does vodafone have no control over their retailers ? so retailer can do whatever they want tomorrow they will charge 200 for 99 recharge ? i want strict action against that retailer. or just a reply from some vodafone executive ?
