Vodafone India — Unnecessary charges and deactivation not done from last month

I have been trying to deactivate my services on my phone# [protected] from last month I have sent the First mail on 13- Jan-15. However, after that every week Im getting call and Your relationship managers say they are going to stop the services with in a week but its not done yet. Today again I have received same call that my connection will be deactivated with in a week. Now from Feb 1-2015 I have not used my number and as it got lost. Still my concern has not been resolved.
I have received bill with late payment fee and they are saying they will generating next bill.
When I m not using your services why should I bear the pain and harassment from you guys of your phone calls and paying the unnecessary bills.
I have been listen to you guys from more than a month and paying these stupid charges.
