Vodafone — unnecessary balance deduction and barring from talk to customer executive

My local outgoing calls are being charged 3 times the usual charges since few months without any notice. On contacting, customer executive registered complaint and said extra cut balance will be refunded in 24 hours and in future normal call rate will be applied. I didn't receive any balance, called them again and they said it will be processed in 48 hours.
It has been 5 days already and i did not receive any amount back. They did not even give me the request id even after multiple requests. My call rates are still high. Also they barred my number from connecting to customer executive so i am not able to speak to them anymore.
This is highly unethical behaviour.
