Windsea Appartment — dog nuisance

A flat owner in our building is keeping too many street dogs in her flat. There are more than 10 dogs. Recently a street female dog litered and she kept the puppies also in her house. Everyday, anytime of the day or night there is dog barking heard and also dog fighting. Our society members have gone personally to her house and suggested her not to keep so many dogs in the house as it is a nuisance for members - old and school kids, as it disturbs their night sleep or studies for school kids. She is not bothered about it and argues back. This has been happening for more than 2 years.
