www.fastzap.net — Advance taken phone not delivered

I have placed an order for Samsung Galaxy S6 Edge on the site www.fastzap.net. The dealer asked me to pay about 15500 rupees as advance and said that the rest 30, 000 I can pay on delivery. He said that the phone will be delivered by next Monday i.e; (11.5.2015) . Later that day when I called him he said he has some issues with his dealer present in my city and will deliver it the next day. The next day also he gave the same excuse. He said he will deliver it next day for sure. On that day again he didnt deliver the product. On Thursday I had to go out of station and I would be returning on Sunday i.e; 17.5.2015 so I asked him to deliver the phone by Monday 18.5.2015. He said he would do that without fail or would refund my money. I tried to contact him on the Sunday evening but there hasnt been any response from him. He has switched off his phone as well. Before he was atleast replying to my mail now he has stopped even that. And I chceked today morning that he has even brought down his website www.fastzap.net. I'm not sure what do I do now and how do I contact him. I have his account number as well but I'm not sure if thats of any use.
