Zareen Nx — bad product and not refunding money

I have ordered 1999 dress and paid cash and discussed with him clearly that if i don’t like what’s the procedure, he was agree with that and once i got product it was worst can’t explain even and i told to refund them firstly he didn’t reply me and after so many tries he told for 1 week process now he blocked me and not picking my calls.
This kind of fraud should not b accepted bcz se can’t trust anyone and should b take legal action. He is doing with so many people and i don’t know why market place of fb is not taking any serious actions.
It should b stop otherwise i ll go with next step where other sellers will also be affected
I want my money back otherwise i ll file police complain against such # and fraud company.
