Acpc — reshuffling/upgradation

I am dipl. Fabrication technology student, i got admission in bvm production engg in d2d round 1 and i have paid fees, now i want to take admission in gec bhavnagar, there are 18 vacant seats, but the procedure does not allow to go downgrade as i have 2nd choice as gec bhavnagar, please reply appropriately as its question of my carrier. There is no proper reply from acpc helpline about reshuffling.

I dont want admission through acpc because i have already taken admission in college. I have paid 20000rs in college. So how can i get that money back.
