Mark sheet not received till Now

I have applied for BA final year ( regular ) degree in 2011-12, from my hometown one of nearest collage(Agra University) Still i am not getting the degree. serval times i am going to collage they said your degree not release from agra university now, even online also not available e copy. i am satteld at delhi please suggest what i do, so i can take legal action on this situation?

I did not get my B.ed mark sheet for the year 2013-14 up till now, as I have an urgent need of mark sheet for filling the up govt teacher vacancies.as the college said that agra university is not giving us the marksheets.
