Allahabad University — Non-Receipt o[censored]GC-JRF Stipend for 11 months

Dear Sir/ Madam,

I am a PhD candidate at Allahabad University. I have JRF NET June 2012. I have not received my stipend for eleven months. I have the following issues:
1) Up till and including June 2016, we were receiving our stipend via university. I have not yet received my stipend for Apr-May-Jun 2016. I submitted the forms and all necessary documents in October 2016. Every week I visit the person in charge at the admin office. Piyush Pandey. I have been waiting for this stipend, to the amount of Rs. 75, 000, for four months now. There are seven o[censored]s who are still waiting for our stipends pre-June 2016. Due to negligence on the part of the clerk, the documents we submitted have errors, and the forms have been refused sanction by the university authorities. As students we have followed the clerk`s instructions, but it is the duty of the clerk to check all documents thoroughly at the time of accepting our applications. This has not been done, with the result that our forms are still sitting in his desk or (as he claims) making the rounds of the authorities and being returned to him. Piyush Pandey has repeatedly lied to me about the status of my forms, claiming they have been processed and that I should receive the money any day. Currently the forms are nowhere to be found and I believe he has simply made away with them.

PFA a photo of my stipend form for Apr-May-Jun 2016, which as of two weeks ago were still sitting in Piyush Pandey`s desk as of Jan 30, 2017, and which as of Feb 18 are missing without record. The Assistant Registrar (Accounts) Rajiv Gupta has also failed to be helpful. He sent me to meet the Dean (Research and Development), who have no record of the forms which Gupta claims he had sent on two weeks ago. Pandey is seldom to be found at his desk, and when he is there he is swamped by students with demands similar to mine. I have long given him the benefit of the doubt but I am now convinced that he is incompetent and corrupt.

2) Beginning from July 2016 on, candidates with older versions o[censored]GC-JRF are supposed to receive funds directly through UGC. For this purpose, UGC had sent circulars to universities requesting them to compile students` details. The university relayed this request to us only in December 2016. Even after we have all submitted our details and performed necessary corrections (early this January), I am yet to receive my DBT stipend for July-August-September 2016. The person in charge at the university, Manish Chaurasia, told me in the first week of Jan that it will still take another twenty days, or maybe all of February. I have yet to receive this money.

After eleven months without a stipend I am nearly at the end of my savings. I request you to kindly intervene. I would greatly appreciate any assistance.
