Anshul Homes, Patna — Booked for commercial property on 15.12.2018 but till date not alloted any property.

I have booked one commercial shop (188 Sq.ft) in Anshul Homes H2O City, Neura, Danapur, Patna. I have made payment in two installment as per below details:
Rs 5, 00, 000 (SBI Cheque no. 602533, dated 15/12/2018)
Rs. 2, 50, 000 ( SBI Cheque no. 602534, dated 12/02/2019)
As the commercial area is not approved by RERA and the Government, also there is no possibilities of being approved in near future. So I wish to surreender and stop this agreement. But builder is not interested to refund my paid amount. I have contacted so many times by telephonically and met also physically but till date neither he has refund my money nor given any positive reply.
