Apollo Hospital Jubilee Hills — parking fees

This is to bring to your notice that apollo hospital jubilee hills is charging rs.50 towarding parking fee (Valet services) when asked they say it is private contract. They do not even have anywhere written that they will charge parking fees if we avail valet services.
When govt. Has banned parking fees why are these hospitals still charging parking fees?
