Octroi

While coming from Pune on way to our village in Buldhana district, the contractor appointed by Aurangabad Municipal Corporation to collect octroi had taken octroi charges for old fridge (original bill of the fridge shown) which was just passing through Aurangabad.

Is there any rule which says that "OCTROI WILL BE CHARGED ON ITEMS WHICH PASSES THE CORPORATION LIMIT" ?

Yet not received my policy
