Bagchee Bookseller — Failure to provide refund

I ordered a book from Bagchee website and paid with PayPal. Reply said "your order successfully placed". When book did not arrrive I sent query. Bagchee said book was "out of print" and offered to send a copy at 4 times listed price or refund my payment. I asked for refund. (Meanwhile, the book at original price remains on the website.) Refund was promised in 48 hours. It did not arrive. A week later they said it would arrive by end of day. A week later I sent third query on refund and have received no reply.

So Bagchee took my money for a book they say is unavailable, yet they continue to advertise it and do not provide a refund.
