Bangalore Ka03 Rto — LL still pending even after test has finished

I have passed the test but LL has not been approved. It shows APPROVAL OF LL BY LICENCING AUTHORITY IS PENDING, atleast if i get LL approved i can download it online (form 3). i want LL approved thats all. I have a lots of traffic police fear, please take action against my licence status..
