Bangalore University — convocation certificate not received since 2007

I have cleared my correspondence b.com degree from the bangalore university in the year 2007 and applied for convocation certificate immediately but still not getting my convocation certificate if i check in correspondence section they say some of them have been misplaced so it is taking time but how long should we wait also office is shifted new place unable to contact how can they do this kind of irresponsibility with students convocation with great difficulty along with family problems also a mother has successfully completed the degree but i am still unable to collect it from concerned department also sometimes they say no value for correspondence degree then why is the government having such education department if their is no value it is very disappointing kindly check and revert how to go about whom and where to contact also if it is valid degree
