Bgvb — Non-availability of ATM cards

Sir,
With great regret i beg to inform you that for the last ten years i have not received any notification regarding ATM card availability in Barduari Branch of BGVB bank.
Nowhere in the bank is written about the availability of this facility. Till date 90% of the bank customer cannot avail this basic facility.For the last ten years I never received any ATM issue message in my cellphone.On asking the staff i used to get same reply that once upon a time few customers were issued ATM card. But thereafter main branch did not supply the same.
Asking about this deprivation i was told that 90% customers in this bank are illiterate. If this may be the case why many educated persons like me could not avail this facility for more than ten years? Why no separate counter in this bank has still been set up for ATM card issues?
I draw the kind attention of the higher authorities to redress the issue.
