BLUE LICENSES HOLDING LLC — Robocalls

I received a phone call from BLUE LICENSES HOLDING LLC, which showed as an "official Washington state" number, and when I answered, they addressed me by name, asked for my age, which I gave, then hung up when I asked what this was in regards to. I tried calling back, but I was told that "this number is not receiving calls at this time. I believe it was a phishing attempt, and when I researched the number, found that many other had a similar experience. The number was:[protected]. I am already on the Do-not-call list, but it clearly didn't work for this one.
