Bob — money deducted from bank but payment was unsuccessful

Hello!
I am nisha. I paid my college fee of rs. 37518/- through online mode on 4th october 2018. Money deducted from my account but did not reach to the respective account i was trying to send.
I have talked to the bank manager as well. She had already filled a request from my side but that was rejected as issue was older than 6 weeks. Please, tell me the steps to get back my money.
My account is with bob (Branch - sjh new delhi-110029)
