Bsc-C&c Kurali Toll Plaza — Toll paid after 8 minut

I was traveling from nangal dam to chandigarh. When i reached at bsc-c&c kurali toll plaza, i was waited so long as long as 8 min. When i refused to give toll because it was already 8 min, the toll incharge said u have to paid u cant go without paid. He charged me 45 rs which was none of their term and condition.
I want my money back. Or provide me free for month. Tihs rule wass passed by bains sir,
