BSNL Office, Ranikuti, Kolkata — Bad manners and bad services

I am sujit das staying in ranikuti, kolkata. on 12th july i wnt to ranikuti bsnl office to get a new sim with all docs at 10 o clock. nobody was there in sim section. i asked the darwan about the timing. they say its 10, but this sim department people will come in 11. then on 13th i wnt, at 11, still that man hadn't come. i waited, that fat man, slow walking came at 11.20.
I submit my docs - pasport and gas bill. but they refuse to take. but as per website of bsnl gas bill can be taken as address proof.
Nobody was there to listen and these people really harassing customers by taking the tax payers money.
This should be privatized.
