Tdi Park Street Mall - Sonipat — Not Constructing, not refunding

I have bought the shop in TDI Park streetmall in sonipat in 2007 and paid the amount of Rs.12,04,020 to the TDI builder , whenever there was a demand from them . The TDI builder is not construction the mall and have kept our money with them from last six years.

Now, they have further demanded the amount of Rs.4,91,300 on 29 Feb'13 , but they are not constructing the mall and blocking our money with them and using it for their own benefits. Our money is stuck with them over 06 years and we are loosing even interest on it.

I would request , if there are more people who are victim like me should join together , so that we can file the complaint against the builder and go to the court and ask them to refund above money with interest of 21% , which they charge from their clients on late payment.
