Buyelectric.com — they fail to send the consignments to the buyers and cancel the orders.

I had ordered service wires from buyelectric.com. They failed to send the consignment and cancelled my order. They said you have to send the waybill. From where can an end user will get the waybill ? Does he have to open a business to get the same ? If that is the case then how others like snapdeal and flipkart are sending items ? They said no courier and even INDIAPOST are agreeing to send the material which is lie.. Please don't buy anything from this company..
