Hello sir/mam,
Here i want to say that a owner of a full size german shepherd have no leash and not any corler on his neck and he was roaming in building openly and its dangerous to all the peoples in building, everyone in building is disturbed and scared by that dog but no one try to complain, if we try to talk to the owner for tie that dog with a leash then the said no, they have no habit of wearing corler or leash.
