Recharge amount debited from my account, but due to their website issue, service is not provided.
They are not ready to refund and delaying it mentioning different contacts

I am using Keralavision Broadband for about 6 months and I have been keen with my payments on time. But the internet speed is very slow even if I have made complaints to the vendor Keralavision. I want to resolve the problem or I want my amount back since they offer 7 mbps download speed and I am not getting even 1/10th of the offered speed....
