Why amount debited and not refund in failed transaction

I transfer 5000 for savings scheme on sbi collect transaction failed but amount not refund yet. very worse experienced in sbi collect kindly refund it.

Transaction failed but amount debited but still not refund

I transfer on 7 sep 2021 online payment using sbi collect via upi payment gateway Transaction failed but amount debited still not refend, kindly look and reversed it
